Amid global financial crisis, international risks of many kind have risen to a new level forcing local governments to adapt their projects and policies to an uncertain future. The financial sector is still at the heart of the problem as banks and institutions carefully study every project before lending the money. Liquidity is available as states have been injecting more than 7,7 trillion US dollars worldwide since 2008. However the lack of confidence is still in the air as the interbank lending market is slowing down (american recovery is weaker than expected) since march 2010 caused by rumors that banks are hiding losses and that some would probably need more liquidity to save themselves.
